David Savage is an experienced public finance and governance expert with a demonstrated history of leading international and domestic public sector programmes with visible development impact.

He has acknowledged expertise in intergovernmental systems design and management, urban public finance and management, local-level service delivery and infrastructure delivery management systems.

He has specific interests in strategies for public sector leadership development, strengthening intergovernmental partnerships and building accountability mechanisms with non-state actors.

David has worked extensively with sub-national governments in South Africa, both in the National Treasury and through serving on Financial and Fiscal Commission. He has also worked with central, state and local governments in South Asia, East Asia and Africa, both with the World Bank and as an independent advisor.

Driven by his passion for public finance and governance and the experience he gained in South Africa and abroad, David authored or co-authored several publications to share his insight.

He has a has a post-graduate academic background in urban planning (University of Cape Town) and Public Policy (London School of Economics).

David joined the Western Cape Provincial Treasury as Head Official in December 2019.
