WCG: Tender: EDT 008-19 - Panel of Researchers on Economic/Energy Development Planning 

“The Department of Economic Development and Tourism (DEDAT) of the Western Cape Government is seeking to establish a panel comprising of professional and/or specialised researchers in the fields of financial, spatial, statistical, techno-economic, the green economy (including the economics of energy, water and waste), environmental and qualitative economic analysis. The nature of services required may include the following potential but are not limited to this:

  • Strategic advisory on green economy and on thematic areas of energy (including electricity)/ Water / Waste;
  • Legal and regulatory advisory on the Green Economy and on thematic areas of energy (including electricity)/ Water / Waste;
  • Economic impacts of energy (including electricity)/ Water / Waste;
  • Municipal revenue advisory and/or support on thematic areas of energy (including electricity)/ Water / Waste
  • Municipal tariff analysis and support on electricity and water
  • Procurement advisory (municipal/other) on energy(including electricity) / water / waste;
  • Specific to the energy sector:
    • Electricity procurement support (utility-scale and sub utility and SSEG);
    • Electricity sector reform research and advisory; Electricity
    • LNG strategic advisory;
    • LNG technical advisory.

Kindly note the following:

  1. Service providers must be registered on the Central Supplier Database (CSD) at the time of the closing date and time. This is compulsory, no bid can be evaluated if the CSD registration is not completed. See further details below.
  2. Service providers should additionally be registered on the Western Cape Supplier Evidence Bank (WCSEB) – service providers are advised to contact the Western Cape Supplier Helpdesk on 021 833 5361 or e-mail wcseb@westerncape.gov.za or the SCM official as per the details provided in this ToR.   3. Service providers must ONLY e-mail their applications to DEDAT.SCM@westerncape.gov.za before the closing date and time

Western Cape Supplier Evidence Bank (WCSEB)

Considering the threats posed by the COVID-19 pandemic, the Western Cape Government has relaxed the rules for registration or updating of profiles on the Western Cape Supplier Evidence Bank. Duly completed soft copies can now be e-mailed to wcseb@westerncape.gov.za for registration or updating of profiles on the Western Cape Supplier Evidence Bank (WCSEB).  You are kindly advised to safeguard the original completed documents that were sent to the WCSEB for submission immediately after the lockdown period.
