Prince Albert Local Municipality is one of the new local municipalities participating in Phase 2 of the RSEP Programme. The town of Prince Albert has been identified for implementation of the RSEP Programme.

North End, also known as ‘Noord Einde’

Background:

The town’s spatial form strongly reflects the apartheid history as the North End neighbourhood is spatially segregated from the Prince Albert CBD, hence the need for more integrated community and government facilities in the identified integration zone.

To spatially integrate the lower income community of ‘Noord Eind’ with the established CBD, a draft conceptual plan for a government precinct was compiled by the RSEP Programme Office. The precinct plan includes the relocation of the existing municipal offices, a community hall, library, an amphitheatre and sport facilities to the town’s “transition zone”. Due to the limited budget available, the proposed municipal office complex will be done in phases.  A first phase will become an extension of the existing Thusong Centre, whereas, if financial support (co-funding) could be generated, the balance of the facilities might be housed in further phases and extensions of the Thusong Centre, or in an entirely new building. A business plan for the full project will be submitted to potential funders who could provide additional funds to realise the government precinct project.

The extension of the Thusong Centre which will be used as part of the new municipal offices will create a courtyard effect and a clustering of the utmost essential public services within walking distances for the North End community.
