MEC Supports Expulsion of Learners Found with Weapons, Drugs On School Premises

9 November 2004
His remarks followed a visit to the Ravensmead Secondary School this morning, where 16-year-old learner Lee-Roy Samuels died over the weekend after a tragic shooting incident.

A fellow 18-year-old learner has already appeared in court on Monday, and is out on bail. The alleged perpetrator is severely traumatised, and the MEC offered him words of support when he met the learner at the school. The department is providing the learner with counseling support.

He allegedly brought a firearm onto the school premises and was showing it to friends when a shot went off, critically injuring Lee-Roy. The ownership and circumstances of how he acquired the weapon, are being investigated.

Speaking to the staff before the commencement of classes, MEC Dugmore said: "I want to urge the members of the governing body and the teachers to assist the department in making our schools weapons, drugs, alcohol and smoke-free zones.

"It is impossible for us to introduce metal detectors, or post security guards at all schools. Legally, blanket random searches are not allowed.

"But there is nothing stopping the principal or teacher to conduct a search on learners, if there is a reasonable suspicion of possession of drugs or weapons. The parents must be informed and involved, and the school may also involve the police.

"I also want to ask our teachers to desist from smoking in front of learners, because they see you as role models and if you smoke, they think it is fine to do so as well on the school premises.

"My heart goes out to the staff and the families of both the victims and the alleged perpetrator. Teachers often feel guilty, but they should not blame themselves.

"I want to thank the departmental officials, who have been assisting with trauma counselling for both learners and teachers in the last few days."

Mr Dugmore pledged his support for the school's intention to post a signboard, indicating that weapons, drugs and alcohol are not allowed onto the premises.

After speaking to the teachers, MEC Dugmore visited the site where the incident took place. Fellow learners of the deceased deposited flowers on the spot where Lee-Roy's body was found.

After visiting the school, MEC Dugmore also visited the parents of Lee-Roy to offer his condolences and support.
