The Bill is to provide for the care, treatment and rehabilitation of persons who are mentally ill; to set out different procedures to be followed in the admission of such persons; to establish Review Boards in respect of every health establishment; to determine their powers and functions; to provide for the care and administration of the property of mentally ill persons; to repeal certain laws; and to provide for matters connected therewith.

The object of the Bill is to give effect to the report of the Standing Committee on Public Accounts, dated 22 October 1999, namely that the specified unauthorized expenditure reported by the Auditor-General in the Report on the Accounts of the Provincial Administration of the Western Cape for 1996/97 be authorized as a direct charge against the Provincial Revenue Fund.
