City of Cape Town | Regional Socio-Economic Projects Programme

The City of Cape Town is one of three municipalities participating in the Violence Prevention through Urban Upgrading (VPUU) Programme.

The VPUU Programme has been implemented in the City since 2005 and Phase 4 is currently underway.

VPUU Safe Node Areas: For Phase 4, the neighbourhoods of Hanover Park and Manenberg were selected as the Safe Node Areas, which are the designated areas where VPUU projects are implemented using an area-based approach. In order to ensure continuity from Phases 1-3, the VPUU NPC will also continue to offer specific, but limited, support in the Khayelitsha (Harare and Kuyasa) and Gugulethu-Nyanga (GUNYA) Safe Node Areas. 

Scope of Work: Owing to the City of Cape Town's longer history of involvement in the VPUU Programme, the scope of work and the basket of services provided by the VPUU NPC is unique for the four areas. The scope of work for the four areas is as follows:

MANENBERG

The VPUU NPC was tasked with developing a Community Action Plan (CAP) and Public Investment Framework (PIF) for Manenberg, both of which were completed by the end of 2015. The VPUU NPC is also responsible for the implementation and piping of projects that emanate from the CAP and PIF as well as providing support with community engagements.

The VPUU NPC has also been tasked with developing, in partnership with all provincial line departments, selected City of Cape Town line departments and NGOs, the Youth Lifestyle Campus as a legacy project within the After School Game Changer. A Youth Lifestyle Campus is conceived as a safe place integrating many activities and partners that creates a hive of learning, healthy lifestyle, sports and recreation, arts and culture, where young people have opportunities to do their homework, have fun and improve their lives.

HANOVER PARK

The VPUU NPC was tasked with developing a Community Action Plan (CAP) and Public Investment Framework (PIF) for Hanover Park, which have been completed. One of the priority projects is the redevelopment of the Hanover Park Town Centre for which the VPUU NPC is responsible for project management of the infrastructure work, providing architectural and urban design services and developing a high-level Area-based Management Plan to ensure sustainability of the project.

KHAYELITSHA

The VPUU Programme has operated in Khayelitsha since 2005. The main infrastructure developments took place, in particular, in Harare and Kuyasa prior to the current phase (Phase 4) of the programme. Within Phase 4, the focus is on sustainability, operation and maintenance, and the implementation of Management Agreements.

GUGULETHU, NYANGA (GUNYA)

In GUNYA, the VPUU Programme has transitioned from an external service provider-led model to an internal delivery model in which the City of Cape Town's line departments manage and lead the process of area-based upgrading. In order to pool the required skills and resources and to scale up the VPUU approach, the City launched the Mayoral Urban Regeneration Programme (MURP), which now serves as the lead agent in GUNYA. 

The VPUU NPC's key areas of work in GUNYA include the implementation of two of the Western Cape Government's Game Changers, namely: the Alcohol Harms Reduction Game Changer and the After School Game Changer.
