Western Cape Leads the Country in Clean Governance

2 November 2017

South Africa’s Auditor General, Kimi Makwetu, has reaffirmed the Western Cape as the leading province for clean audit outcomes and good governance.

All Western Cape departments received clean audits on their financial statements. This is according to the latest national and provincial audit outcomes that were officially released this week.

While the Western Cape Departments of Health and Human Settlements both received clean audits on their financials, they fell just short of achieving an overall clean audit as a result of minor technical matters raised in respect of recording and reporting on predetermined objectives. The Department of Agriculture audit is yet to be finalised. This department has a track record of clean audits.

The Western Cape led the outcomes with 85% overall clean audits, with Gauteng second with 52%. The poorest outcomes were North West (9%), KwaZulu-Natal (8%) and the Free State (6%).

Commenting on the Western Cape’s audit outcomes, Makwetu highlighted the “role of the leadership in instilling a culture of accountability and expecting nothing less than sound administration”.

Premier Helen Zille said: “Our province remains committed to the principles of good governance, underpinned by the rule of law and a capable state. We are encouraged by these outcomes as they are a good indication of how well our internal controls and systems are working.”

“While financial resources are limited and very strained, we continue to ensure public funds are well managed, and strategically used to provide quality essential services. I commend the role of all our officials who continuously raise the bar of good governance,” said Premier Zille.
