Success for Emerging Contractors In N2 Gateway Housing Project, Cape Town

Western Cape Human Settlements Minister Bonginkosi Madikizela will visit some of the new homes constructed by five emerging contractors in the 389 unit Delft Infill Project in Cape Town.  Of the five contractor companies, two are headed by women. The visit will begin at 09h00 on 18 November 2016.

To date, 257  of the 389 houses have been delivered to the beneficiaries, along with 344 service sites. Of the R81.7 million budget, R65,7 million has been spent, along with an amount of R1.7 million on the Expanded Public Works Programme to provide work opportunities.

The houses have also recently been occupied by the housing recipients. The visit highlights the Departments intention to empower smaller and emerging contractors through providing designated and appropriate opportunities for construction contracts within the Human Settlements sector.

The Delft Infill project forms part of the Delft Symphony, Precincts 1, 2 and 6 section, which is part of the N2 Gateway Housing Project. A group of Delft contractors approached the Department in 2013 to request that a portion of the larger Delft Symphony development be made available to smaller emerging contractors. IN response to this request, the Delft Infills projects were ring-fenced for smaller contractors.

The project’s 389 erven were divided into several contracts aiming to match the capabilities of the contractors involved. Five contracts were then awarded through an open tender process in October 2014, for the construction of a total of 258 housing units. All 5 contracts have now been concluded successfully. The remaining 131 housing units were then divided into three contracts and awarded to the best performing contractors out of the first five contacts. All three contracts are currently under way and progressing well. All the housing units will be completed by March 2017.
