Delft Community Takes Ownership

15 June 2016

On 16 May, Minister Bonginkosi Madikizela handed over 100 title deeds to residents from the Delft community. Twenty-eight elderly recipients celebrated home ownership for the first time.

The department has spent R3.2million on this Enhanced Extended Discount Benefit Scheme (EEDBS) in Delft. The scheme supports the transfer of pre-1994 housing stock to qualifying occupants that:

  • Have a direct housing arrangement with the provincial department or municipality
  • Have not benefited from any other housing subsidy or programme
  • Have an outstanding debt with the municipality or provincial department

The EEDBS is one of a variety of subsidies and programmes implemented by the department aimed at delivering housing opportunities to the people of the Western Cape.

The title deeds handover is part of the department’s strategic goal to prioritise the elderly regarding housing opportunities. The handing over title deeds also gives people a sense of pride and joy that they are the owners of the property they live in. Minister Madikizela urged the new homeowners “to take good care of their new homes”.
