Belhar Residents Become Proud Home Owners After Receiving Title Deeds

Belhar Residents become proud home owners after receiving title deeds from Provincial Minister of Human Settlements

Happiness reigned over the Belhar Community Centre where more than 70 residents became proud home owners when they received their title deeds on Friday 29 July 2016. The title deeds were handed over by Western Cape Human Settlements Minister Bonginkosi Madikizela and Councillor of the area, Willie Desmond Jafta.

Addressing the residents, Minister Madikizela, encouraged the beneficiaries to take responsibility of their houses. “This title deed you have received is your gateway to prosperity; this legal document states that you are the owner, so treasure your home and look after it.”

Among the 73 beneficiaries who received title deeds were 15 pensioners, the oldest of whom is 85. Minister Madikizela handed over the title deeds as part of the Department’s strategic goals to prioritise the elderly with housing opportunities. The handing over of title deeds also gives people a sense of pride and joy that they are owners of the property they live in.

Minister Madikizela also said a special thank you to the beneficiaries for their patience, as some have been waiting for many years to own their own home.

To date the Department of Human Settlements has spent R1.5 million on this Enhanced Extended Discount Benefit Scheme (EEDBS) in Belhar. The scheme supports the transfer of pre-1994 housing stock to qualifying occupants that:

  • Have a direct housing arrangement with the provincial department or municipality
  • Have not benefited from any other housing subsidy or programme
  • Have an outstanding debt with the municipality or provincial department.

The EEDBS is one of a variety of subsidies and programmes of the Department aimed at delivery housing opportunities to the people of the Western Cape.
