1 February 2024

On 23 January 2024, the Directorate: Municipality Support and Capacity Building hosted its first annual Human Resource Policy Contextualization Workshop at the Nekkies Conference Facility which was hosted by the Breede Valley Municipality.

The primary objective of the seminar was to acquaint municipalities with the protocols, mandates and deviations that are acceptable when drafting a Human Resource Policy.  A comprehensive presentation on this subject was delivered by the Policy and Planning Directorate from the Department of the Premier.

In adherence to the Municipal Staff Regulations (MSR), municipalities are obligated to develop Human Resource Strategies/ Plans in line with Chapter 2 of the MSR. SALGA presented effective mechanisms for developing a Human Resource Strategy during the seminar.

Representatives from Mossel Bay, Swartland and Stellenbosch Municipalities attended the event, sharing noteworthy best practices related to specific HR Policies. The Department of Local Government also provided valuable feedback on their research concerning critical and scarce skills within municipalities.

The overall evaluation of the seminar indicated that attendees deemed it a success, as they, as HR professionals, left equipped with enhanced knowledge and skills for the optimal development and implementation of HR policies.
