Western Cape Provincial Government Takes Next Step against Liquor Abuse
The Minister of Finance, Economic Development and Tourism, Mr. Alan Winde, announced the publication of the draft regulations in terms of section 88 of the Western Cape Liquor Act , 2008 (Act 4 of 2008).
These regulations are the final step before the new Western Cape Liquor Act will come into operation later this year.
The Act will increase the opportunity for public participation in the consideration, granting and possible revocation of liquor licences.
The draft regulations deal with the procedures relating to the new Act and therefore the public and other relevant stakeholders are invited to comment on the draft document to ensure that the Act is practical and enforceable and also addresses concerns that stakeholders may have.
Mr Winde said: "The public has been calling for legislation that will make sure that they are promptly and properly informed of all applications for liquor licences, and given sufficient time to comment on them. They also asked for measures that will ensure that licensed businesses which breach the conditions of their licences are dealt with quickly and harshly, even to the extent of having their licences revoked. The liquor industry, on the other hand, wants provisions that increase the efficiency of the application process. All these issues are addressed and given substance through the draft regulations. We therefore appeal to all stakeholders, notably municipalities, the South African Police Service, community police forums and the liquor industry, to comment on the draft."
Comments on the draft regulations may be submitted before or on 7 March 2011.
