The Department in collaboration with Wesgro is undertaking a Film Policy and By-Law Roadshow within each region of the Western Cape to engage municipalities further on the policy and by-law. The purpose of the Roadshow is to provide support to municipalities on the adoption and roll out of the policy and by-law, which will be based on the individual needs of each municipality.

The Red Tape Reduction Unit within the Department of Economic Development and Tourism undertook a review of the existing municipal policies and by-laws across the Western Cape relating to film permitting.

A uniform policy for film permitting was developed and circulated after the inputs of Western Cape municipal authorities and film industry stakeholders had been received.

The model by-law was compiled with the support of duly appointed legal and policy consultants, and forms part of the Department’s wider approach to strengthening Western Cape municipalities’ regulatory environments as they impact on businesses and the economy.
