Investigation Into The Affairs Of Kannaland Municipality - Public Hearings To Start

On 16 January 2004 I visited Kannaland municipality for a discussion with the councilors about the precarious financial position of the municipality as well as the far-reaching recovery plan. During the discussion I gave the assurance that individuals in responsible positions must be held accountable and that it will be investigated.

In terms of Section 106 of the Municipal Systems Act I have authorised an investigation into allegations of maladministration, non-compliance with statutory obligations or other serious malpractices committed by any person or persons in the Kannaland Municipality or any person or persons who associate or associated with the Kannaland Municipality.

The two-person investigation consisting of Mr Len Dekker as chairperson and Mr Efraim Oppelt, will be conducted in terms of the above mentioned Act as well as the relevant provisions of the Western Cape Provincial Commissions Act.

Public hearings as part of the investigation for members of the public will be conducts as follow:

09: 00 on 23 and 24 February 2004 at the Community Hall, Nissenville, Raubenheimerstreet, Ladismith and 09:00 on 25 February 2004 at the Community Hall First Avenue, Bergsig, Calitzdorp.

Councillors, officials and those instructed by the Chairperson of the investigation will be responding at the hearings scheduled for 09:00 on 9, 10, 11 March 2004 at the Community Hall, Nissenville, Raubenheimer street, Ladismith.

In the meantime a recovery plan has been implemented to normalise the situation at Kannaland Municipality.
