Call for Proposals: Growth Opportunity Coalitions
The Western Cape Government, through the Department of Economic Development and Tourism (DEDAT), invites sector bodies and industry support organisations to submit proposals for participation in the Growth Opportunity Coalitions Programme.
This initiative forms part of the Western Cape’s Growth for Jobs (G4J) economic strategy, focused on driving inclusive and sustainable economic growth, investment, and job creation across the province.
What the Programme Offers
The Growth Opportunity Coalitions Programme aims to strengthen high-potential sector ecosystems by enabling collaboration between government, industry, and social partners. Through targeted support, the programme seeks to build competitive, connected, and innovative industries that contribute to the Western Cape’s economic growth ambitions.
The programme currently targets three priority sectors:
- Manufacturing (Boat Building)
- Food and Beverages
- Clothing and Textile
Who Should Apply
The Call is open to established organisations with a proven ecosystem role, including:
- Industry associations, clusters & chambers
- Non-profit companies (NPCs) & co-operatives
- Sector-focused intermediaries and support entities
Applicants must be Western Cape-based and able to demonstrate strong sector partnerships.
Minimum Requirements
Applicants must:
- Be formally registered and tax compliant
- Operate in the Western Cape
- Demonstrate sector expertise and ecosystem capability
- Provide a 1-year programme plan with measurable outcomes
- Submit two years of signed financial statements
- Provide three letters of industry support
- Demonstrate at least R500,000 in co-funding (cash or in-kind)

To apply, organisations must submit:
- An online application form
- Required supporting documents
- A detailed sector proposal (max 15 pages)
