The national disaster management framework is the legal instrument specified by the National Disaster Management Act to address such needs for consistency across multiple interest groups, by providing 'a coherent, transparent and inclusive policy on disaster management appropriate for the Republic as a whole.
This policy deals with various issues relating to HIV/AIDS and education, including non-discrimination and equality, testing and the admission/appointment of learners and educators, disclosure of HIV/AIDS-related information and creating a safe environment. It also deals with education on HIV/AIDS, the duties and responsibilities of learners, students, educators and parents and what to do if a learner/educator refuses to study with/teach an HIV-positive person. The document also addresses how the policy will be implemented.
