This Act amends the Child Care Act to simplify the procedure for obtaining legal representation for a child in the children's court, to provide for the rights of certain unmarried fathers where the adoption of their children has been proposed, and to consolidate the law on adoption under the Child Care Act. It also amends the Births and Deaths Registration Act, 1992 to allow an unmarried father the opportunity to record his acknowledgement of paternity and his particulars in his child's birth registration.

This Act amends the Aged Persons Act of 1967. It addresses certain issues relating to homes for the aged including the establishment of management committees for those homes, the accessibility of those homes and enquiries into these homes by designated bodies. The Act also requires instances of abuse of aged persons to be reported and provides for the keeping of an abuse register. It also generally regulates the prevention of the abuse of aged persons.

This Act amends the Social Work Act of 1978. The amendments provide for the establishment, constitution and objects of the South African Council for Social Service Professions and professional boards for social service professions and abolish the South African Interim Council for Social Work.
