This Act provides for an integrated and coordinated disaster management policy that focuses on preventing or reducing the risk of disasters, mitigating the severity of disasters, emergency preparedness, rapid and effective response to disasters and post-disaster recovery. It also provides for the establishment of national, provincial and municipal disaster management centres and disaster management volunteers.

It contains provisions on a national e-strategy, an electronic transactions policy, and legal requirements for various bodies and processes. This Act amends the Probation Services Act of 1991, so as to insert certain definitions and make further provision for programmes aimed at the prevention and combating of crime. It also extends the powers and duties of probation officers and provides for the assistant probation officers. This Act also provides for the mandatory assessment of arrested children, provides for the establishment of a probation advisory committee and provides for the designation of family finders.
