This Act amends the Child Care Act to simplify the procedure for obtaining legal representation for a child in the children's court, to provide for the rights of certain unmarried fathers where the adoption of their children has been proposed, and to consolidate the law on adoption under the Child Care Act. It also amends the Births and Deaths Registration Act, 1992 to allow an unmarried father the opportunity to record his acknowledgement of paternity and his particulars in his child's birth registration.

This Act amends the Aged Persons Act of 1967. It addresses certain issues relating to homes for the aged including the establishment of management committees for those homes, the accessibility of those homes and enquiries into these homes by designated bodies. The Act also requires instances of abuse of aged persons to be reported and provides for the keeping of an abuse register. It also generally regulates the prevention of the abuse of aged persons.

It sets out some of the consequences of such a marriage including the proprietary consequences and that spouses in a customary marriage have equal status and capacity. The Skills Development Act, 97 of 1998 as amended by the Skills Development Levies Act, 9 of 1999 and the Skills Developlment Amendement Act, 31 of 2003, provides a framework for strategies to develop and improve the skills of the South African workforce and to integrate those strategies into the National Qualifications Framework. It includes provisions for the financing of skills development by means of a skills levy and a National Skills Fund.
