Western Cape Provincial Treasury achieves 12th consecutive clean audit
The Western Cape Provincial Treasury has secured an unqualified audit opinion from the Auditor-General of South Africa for the 2024/25 financial year. This is the department’s 12th consecutive clean audit.
This milestone reflects Provincial Treasury’s ongoing commitment to transparency, accountability, and the responsible use of public funds to improve lives across the province.
Provincial Minister of Finance Deidré Baartman tabled the department’s 2024/25 Annual Report before the Western Cape Provincial Legislature’s Standing Committee on Finance today. She said, “A clean audit is not just about compliance, it is about trust. At a time of economic pressure, fiscal uncertainty, and growing service delivery demands, the Provincial Treasury has stayed focused on supporting good governance and ensuring that every rand delivers value for our residents.”
Key successes highlighted in the Annual Report for the financial year under review, include:
- The Western Cape led the country in audit outcomes, with 26 municipalities achieving unqualified audits, including 20 clean audits. All 13 provincial departments and 11 public entities maintained unqualified audit opinions.
- Despite national fiscal uncertainty and budget adjustments, the Western Cape maintained stability and credibility in its budget process.
- The Provincial Treasury provided hands-on support to financially distressed municipalities, including Beaufort West, Kannaland, and Theewaterskloof.
- Four municipalities successfully met the conditions of the Eskom Municipal Debt Relief Programme, resulting in over R93 million in debt write-offs.
- The Alternative and Blended Finance Framework was launched to guide Western Cape Government departments in attracting investment and improve service delivery through partnerships and innovative funding models.
- The Provincial Treasury strengthened its internal systems through the completion of its Service Delivery Model and Occupational Functional Assessment.
- Supply chain management processes were modernised through digital platforms, improving efficiency and transparency.
- Key research publications were released, including the Provincial Economic Review and Outlook, Municipal Economic Review and Outlook, and the first Local Government Budget Performance Review.
“We are building a Provincial Treasury that is not only technically strong and compliant, but one that is responsive and future-ready for its next phase: revenue generation to ensure long-term financial sustainability for our province. Our focus remains on enabling service delivery, supporting municipalities, and ensuring that every rand spent improves the lives of the residents of the Western Cape,” Minister Baartman added.
