Strong Revenue Collection Helps Western Cape Municipalities Deliver Better Services
Strong Revenue Collection Helps Western Cape Municipalities Deliver Better Services
28 October 2026
Despite ongoing financial pressures facing local government across South Africa, municipalities in the Western Cape continue to demonstrate strong revenue collection performance and innovative revenue management practices that support sustainable service delivery to residents.
Building on these successes, the Western Cape Provincial Treasury in collaboration with CIGFARO will host the 10th Annual Revenue Management Masterclass (RMMC) on 29 and 30 October 2026 in the West Coast, under the theme: "Strengthening Municipal Revenue Management Across the Revenue Value Chain: From Revenue Potential to Financial Sustainability."
The two-day Masterclass will bring together municipal leaders, financial experts and revenue management practitioners from across the province to share practical experiences, explore innovative approaches and strengthen municipal revenue management.
A key highlight of this year’s event will be the inaugural Revenue Management Masterclass Awards aimed at recognising achievements and contributions in municipal revenue management. The awards will acknowledge excellence and improvements in revenue collection, innovation in revenue management practices and contributions to the Masterclass’s legacy. The recognition will also extend to achievements in areas such as alternative revenue opportunities, metering, debt collection and credit control.
The awards underscore the importance of recognising and sharing good practices that can help municipalities strengthen their financial position, improve revenue administration and sustain essential services.
Municipal revenue collection is important to ensure that municipalities can continue providing essential services such as water, sanitation, electricity, roads and community facilities, while investing in infrastructure and building financially sustainable communities. The Revenue Management Masterclass serves as critical platform for promoting effective revenue practices, highlighting that achieving these outcomes requires a well-managed revenue value chain that includes accurate customer information, reliable billing systems, effective debt management, strong collection practices and appropriate enforcement measures.
The Masterclass will focus on several key areas including:
- Strengthening the Foundations of Revenue Management
- Strengthening Key Components and Dependencies within the Revenue Value Chain
- Modernising and Enhancing Billing and Collection Processes
- Improving Data Integrity, Governance, and Financial Controls
- Enhancing Tariff Setting
- Strengthening Credit Control and Debt Management Practices
The initiative forms part of the Western Cape Provincial Treasury's ongoing commitment to promoting financially sustainable municipalities across the province.
