City Invites Public Comment on Proposed Parking By-Law

The City of Cape Town invites the public to submit written comment and provide input on the Draft Parking By-law. The purpose of this by-law is to provide a legal framework for the regulation of public parking within the jurisdiction of the City of Cape Town. Once proclaimed, it will facilitate the enforcement of parking regulations. Conduct that will not be permitted within public parking is also covered in this proposed by-law.

Councillor Elizabeth Thompson, the City's Mayoral Committee Member for Transport, Roads and Stormwater said: "We encourage all interested parties to submit their comments as this will help us produce a by-law which balances everyone's rights in the city".

The previous Administrations (Helderberg, Tygerberg etc) had different approaches to managing parking. The need for a uniform approach across the city prompted the drafting of the proposed Parking By-law. The by-law covers general issues such as parking in a loading zone, at a bus stop, in a public road and on a traffic island as well as the parking of a vehicle under repair or for sale by a dealer or private seller and parking heavy vehicles and caravans. It further addresses parking permits, parking meters, payment for parking and parking grounds (which include mechanically controlled and 'pay-and-display' areas). Taxis and busses are also covered extensively.

A public hearing will be held on Monday, 14 September 2009 from 10:00 until 15:00 in the Conference Hall at the Bellville Civic Centre. At this hearing registered participants will be allowed a 10 minute slot in which they may make oral submissions which must be accompanied by their written comment. "All written comments submitted via these channels or at the public hearing, will be taken into account during the process of finalising this legislation", says Thompson.

Copies of the proposed by-law are available for viewing at all subcouncil offices and public libraries. It can also be viewed or downloaded from the City of Cape Town's website.
