Synchronising the HR Value Chain to strengthen skills development in Municipalities
The Department of Local Government (DLG) kicks off a two-day workshop today, 17 and 18 July 2025, at the Cape Winelands District Municipality, bringing together municipal officials, Skills Development Facilitators (SDFs), and key sector stakeholders to enhance the alignment of human resource practices in local government.
In response to gaps identified during previous engagements with municipal Skills Development Facilitators (SDFs), the Department will be hosting a two-day workshop under the theme: "Synchronising the HR Value Chain for Effective Skills Development Planning in Compliance with the Municipal Staff Regulations."
The workshop aims to align recruitment and selection, performance management, and organisational development with structured skills development interventions. It builds on earlier initiatives such as the March 2025 Cape Winelands meeting, where municipalities highlighted the need for greater collaboration and integration across HR functions to ensure consistent MSR compliance.
Key focus areas will include:
- Practical application of Chapter 5 of the MSR
- Understanding the full skills development value chain
- Linking learning and development to recruitment, performance, and talent management
- Sharing best practices and case studies
The event will bring together SDFs, recruitment and performance management officials, as well as partners such as SALGA, LGSETA, and CoGTA to promote a culture of continuous learning and service delivery improvement.
The Department will continue to provide these support initiatives to municipalities to ensure alignment and integration in implementing the Municipal Staff Regulations across the Province.
