IDP Managers Forum

Strengthening Integrated Development Planning in the Western Cape

The Department of Local Government, through its IDP Directorate, convened a two-day Provincial IDP Managers’ Forum on 4–5 December in the Overberg District Municipality. The Forum brought together IDP managers, municipal officials, and sector representatives for collaborative engagement focused on improving integrated development planning across the province.

Purpose of the Provincial IDP Managers’ Forum

The Forum serves as a key platform to support and strengthen the quality, consistency, and coordination of Integrated Development Plans (IDPs) across municipalities. Its objectives are to:

  • Provide a structured platform for dialogue and knowledge exchange on issues impacting IDP processes.
  • Support municipalities in drafting, submitting, and reviewing legally compliant and strategically aligned IDPs.
  • Facilitate information sharing, capacity building, and innovation while minimising duplication of efforts.
  • Strengthen alignment between national, provincial, and local priorities to enhance coordination across spheres of government.
  • Provide a mechanism to surface challenges and solutions into broader Intergovernmental Relations (IGR) structures, ensuring that municipal perspectives  inform provincial and national planning processes.

Through collaboration, standardisation, and shared learning, the Forum reinforces the IDP as the primary strategic instrument guiding municipal development, service delivery, and long-term growth.

The Forum’s Spirit of Giving

Since 2016, the Provincial IDP Managers’ Forum has also embraced the “Spirit of Giving” initiative, a voluntary effort through which Forum members support vulnerable groups across the Western Cape.

This year, contributions were directed to Kammaland Kindergarten in Napier, an early childhood development centre caring for more than 40 children. Donations of learning and play resources showcased the Forum’s belief that development is not only about planning, but also about compassion, community upliftment, and shared responsibility.

Leadership Reflections

The Forum was attended by Alderman Johan Nieuwoadt, Mayoral Committee Member for Finance, who represented the Executive Mayor. In his address, he emphasised that the IDP is “not just a document, but a living roadmap that guides how municipalities grow, how they invest, and how they improve the quality of life for their residents”.

He further highlighted the importance of public participation, stating: “We need your ideas, your experience, and your concerns so that we build an IDP that truly reflects the needs and priorities of our people. Whether it relates to infrastructure, housing, safety, youth development, economic opportunities, or basic services, your input strengthens the plan and ensures accountability”. 

The Department of Local Government remains committed to supporting municipalities in building integrated development plans that respond to current challenges and future opportunities. Through continued collaboration and innovation, the Department is well positioned to advance sustainable development and improve service delivery across the province.
