Mentoring and Coaching Programme for Middle Managers

The Department of Local Government in collaboration with Stellenbosch University School of Public Leadership and the Hanns Seidel Foundation successfully roll-out the Mentoring and Coaching Programme for Middle Managers across three District Municipalities during November 2025.  

The sessions were held from 03–04 November 2025 in the Overberg District Municipality, 06–07 November 2025 in the Cape Winelands District Municipality and concluded on 10–11 November 2025 in the Garden Route District Municipality.

The purpose of the programme is to strengthen the leadership and management capacity of middle-managers within Municipalities. This initiative forms part of the Department’s ongoing efforts to enhance institutional performance, promote effective governance, and build capable and developmental local government institutions.

The programme supports municipalities to comply with Local Government Municipal Staff Regulations as promulgated in 2021, which requires that supervisors are equipped with Mentoring and Coaching Skills.  It also provides a structured platform for participants to develop practical mentoring and coaching skills that can be applied within their respective work environments. Through this engagement, managers are supported in improving their leadership impact, team effectiveness, and interpersonal relationships, both within the municipality and in their interactions with the broader community.

Objectives of the Programme:

The key objectives of the Mentoring and Coaching Programme are to:

  • Develop leadership skills that enhance problem-solving and strategic thinking capabilities.
  • Improve management competencies to strengthen planning, organisation, and delegation of tasks.
  • Enhance decision-making abilities to enable well-informed and strategic choices in support of municipal objectives.
  • Promote self-awareness and personal development by assisting participants to identify areas of strength and improvement; and
  • Foster improved relationships with managers, colleagues, teams, communities, and other stakeholders to advance the overall objectives of the municipality.

Through this programme, the Department and its partners, the Stellenbosch University and Hanss Seidell Foundation continue to invest in the professional development of municipal officials, ensuring that middle managers are empowered to provide effective leadership and contribute meaningfully towards the achievement of service delivery and developmental outcomes.
