JDMA workshop strengthens collaboration towards One Plan, One Budget, One Implementation

The Western Cape Government Department of Local Government hosted a Joint District and Metro Approach (JDMA) Provincial Sectoral Engagement Workshop at the SANRAL Building in Bellville.

The workshop brought together key stakeholders from provincial government as strategic partners to review existing District and Metro JDMA One Plans and strengthen collaboration around planning, budgeting and implementation.

Led by Dr Althea Whitaker, Director: Joint District and Metro Approach, the workshop provided participants with a shared understanding of the JDMA framework and its role in strengthening integrated development planning.

Discussions focused on aligning Integrated Development Plans, infrastructure planning, spatial planning, information and evidence systems, as well as identifying strategic priorities and catalytic projects that can contribute to development within each district and the metro.

Participants then worked in district and metro groups covering the Cape Winelands, Central Karoo, Garden Route, Overberg, West Coast and Metro. The breakaway sessions focused on identifying priority programmes and projects, available funding, opportunities for collaboration, quick wins and projects requiring provincial or national support.

A key focus was moving beyond planning towards co implementation, with stakeholders considering how existing programmes, budgets and resources can be better aligned to achieve greater development impact.

The discussions will contribute to the development of a JDMA Implementation Plan, supported by clear responsibilities, funding and resourcing, implementation timelines and accountability mechanisms.

The workshop forms part of the broader JDMA process to strengthen intergovernmental coordination and ensure that government interventions are better aligned to the needs and priorities of communities across the province.

The goal is clear: One Plan, One Budget and One Implementation.
