Department of Local Government hosts colloquium to make Local Government more effective and efficient
The Western Cape Department of Local Government commenced with a two-day meeting in Bloubergstrand (24–25 July 2025) to explore how local government in South Africa can work better. The meeting forms part of a national process to review the White Paper on Local Government, which was first introduced in 1998.
The event is led by Western Cape Minister of Local Government, Environmental Affairs and Development Planning, Mr. Anton Bredell, and the Head of Department, Mr. Graham Paulse. Participants include, officials from National, Provincial and Local Government. The goal is to reflect on how local government has performed over the years and how it can be improved.
The programme approach included:
- Group discussions and debates;
- Expert panel recommendations; and
- Exemplified through Case studies
Key topics being discussed:
- Whether the White Paper has worked well since 1998
- Reviewing current Governance and Administrative Systems;
- Improving relationship between Municipalities and Communities;
- Environmental, Climate, Water, Energy and Digital Governance;
- Improving Service Delivery
Through constructive discussions, dialogue and participation, participants had open and honest conversations about the challenges municipalities face—such as poor service delivery, fast urban growth, and coordination between different levels of government.
There is a strong sense of teamwork and learning in the room. Many helpful ideas are being shared to shape a more effective, responsive, and community-focused local government system.
Minister Bredell said the Western Cape remains committed to building local governments that are open, fair, and work well for the people. The insights and recommendations from these meetings aims to improve the local government environment in the interests of communities as a whole.
