Western Cape Government breaks ground on R32.8 million Napier housing development
Media Release by Western Cape Minister of Infrastructure Tertuis Simmers
Western Cape Minister of Infrastructure, Tertuis Simmers, today officially broke ground on the Napier Site A2 housing development, marking a major milestone in delivering dignity, security, and sustainable human settlements to the region.
The project represents a total provincial investment of over R32,8 million dedicated to top structures. The development comprises 157 total sites, featuring 147 approved for simplex BNG dwelling units alongside potential First Home Finance (FHF) opportunities. All 157 serviced sites have been successfully completed and handed over.
Speaking at the sod-turning ceremony, Minister Simmers emphasised the profound human impact behind the infrastructure rollout:
"Today is not really about the shovel we put in the ground. It is about what will rise from this ground. It is about houses, security, dignity, and families building their future in the community they call home."
Project Timelines & Future Planning:
- Construction Start: Top structures are scheduled to commence in mid-October 2026.
- Project Completion: Construction is expected to be finalized by the end of April 2027.
- Future Expansion: Planning is already underway for Napier Site B (UISP), which aims to provide approximately 400 potential housing opportunities.
- Infrastructure Support: Bulk water upgrades are anticipated to begin in January 2027 to sustainably support future development in the area.
Minister Simmers reiterated the government's commitment to accountability and local economic upliftment, noting that infrastructure delivery must translate into long-term benefits, local skills development, and job creation for the community.
