SA-EU Dialogue Facility – “Towards Net-Zero Public Buildings”

Media Release by Western Cape Minister of Infrastructure Tertuis Simmers

The Western Cape Government has launched a major new initiative aimed at accelerating the transition of public infrastructure toward net zero carbon emissions. The project, “Towards Net Zero in Public Buildings”, has been approved under the SA–EU Dialogue Facility 3.0, securing €84,672 in international funding to support this strategic policy drive. 

The initiative forms part of the Province’s broader strategic commitment to climate action, long term infrastructure sustainability, and the growth of a green economy. It will focus particularly on large public facilities that have significant energy consumption and carbon footprints, such as hospitals, office complexes, and specialised service buildings.

The project will bring together public infrastructure technical experts and policymakers to develop a scalable framework for transitioning government buildings toward net zero performance. This includes improving energy efficiency, integrating renewable energy solutions, and embedding low carbon design principles into future infrastructure planning. 

The initiative combines deep technical analysis with policy innovation and strong institutional engagement, ensuring that it delivers practical pathways that can be adopted not only across the Western Cape but also replicated in other provinces and neighbouring regions within the SADC community. 

By aligning climate action with infrastructure delivery, the Department aims to reduce operating costs, improve energy resilience, and position public buildings as leaders in environmental performance. The establishment of a close partnership with the German Government through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) will build on the existing climate adaption strategies developed for South Africa and contribute to the Province’s long term climate resilience objectives.

Implementation of the project will be led by Etienne du Plooy and his team, Karl-Robert Gloeck and Nina Saunders in the Department of Infrastructure, with technical coordination supported by the SA–EU Dialogue Facility team.

This project allows the Western Cape to lead from the front by reducing carbon emissions, lowering long term operating costs, and strengthening energy resilience in the very buildings our residents rely on every day. Through international partnership and local expertise, we are turning climate ambition into practical implementation.”
