Property Efficiency Report 2024/25 : A Year of Efficiency, Innovation, and Sustainable Progress
The Department of Infrastructure (DOI) published the 14th edition of its Property Efficiency Report (PER) in November 2025, incorporating revised electricity and water benchmarking figures to strengthen performance measurement across the Western Cape Government (WCG) portfolio.
“The PER was launched in 2013 with analysis dating back to 2011/12,” says Tracy Davids, Deputy Director: Property Support. “Over the years, it has evolved into one of our most important decision-making tools.”
The 2024/25 edition assesses 35 office buildings, 34 health facilities, and 60 education facilities, demonstrating continued progress in energy savings, water efficiency, improved space utilisation, cost reduction, and digital innovation.
Efficiency Improvements Across the Portfolio
Office buildings achieved an 8.9% reduction in energy consumption, dropping from 112 to 102 kWh/m²/a. Government-owned buildings performed strongly at 94 kWh/m²/a, making them 26.6% more efficient than leased facilities. Solar PV systems generated 2 811 MWh of clean energy, with standout contributions from Maitland, Athlone, and Elsenburg.
“We are proving that government buildings can lead the way in efficiency and performance,” says Davids.
Total water use decreased by 1.6%. Hospitals significantly reduced consumption from 1.60 to 1.17 kℓ/m²/a, while education facilities saw increases linked to growing learner numbers. WCG buildings continue to outperform private-sector benchmarks.
“Water efficiency remains a priority in a climate-stressed province,” Davids notes. “These improvements show the value of long-term resilience planning.”
Cost Efficiency and Space Utilisation
Average workspace increased slightly from 23 m² to 24 m² per employee, while leased properties remained most efficient at 18 m² per full-time equivalent.
Operational savings were strong, with occupancy costs decreasing by 9%, from R2 809 to R2 556 per m². The PER now separates capital and operational spend for clearer insight into daily performance.
Innovation and Asset Management Excellence
Managing over 2,500 facilities, the DOI continues to embed global best practice in asset management. This leadership was recognised through Gamza Meyer’s 2025 SAAMA Individual Achievement Award.
The Department’s Digital Twins Initiative—featuring 3D scanning, BIM, and real-time data—is transforming planning, maintenance, and lifecycle management.
“Digital Twins are fundamentally changing how we manage and invest in public infrastructure,” says Davids.

Despite rising service demands and resource pressures, the 2024/25 PER reflects consistent gains in energy, water, and cost performance. The Western Cape Government continues to prioritise efficiency, sustainability, and responsible investment across its property portfolio.
