15 on Hector


The property, Erf 6482, Lotus River is located at 15 Hector Avenue. It is bounded by Edward Avenue to the north, the Lotus River canal to the west, the R300 Freeway road reserve to the south and Hector Avenue to the east.

15 on Hector is nestled within an established residential urban context consisting of single residential and City managed multi storey rental flats. The new Edward Avenue Housing Development spearheaded by the City of Cape Town is located north west of the site across the Lotus River Canal.

Historically, the site accommodated public educational facilities which have since been vacated, portions of the buildings demolished, and the remainder buildings and portion of the site unlawfully occupied.

The Department of Infrastructure (DoI) has identified this site for the development of affordable housing with supporting social infrastructure. This proposed development’s main objective is to offer affordable housing opportunities to address the housing backlog challenges within this area.

Various baseline and scoping assessments have been undertaken. The following have been identified as requiring authorisations and approvals:

The Basic Assessment Report (BAR) and Water Use Licence (WUL) Summary Report were made available for a 60-day public comment period from 3 March 2026 to 6 May 2026. During this period, Interested and Affected Parties (I&APs) were afforded an opportunity to review the documentation and submit comments on the proposed development.

Final Basic Assessment Process:
Comments received during the public participation process have been considered and incorporated into the Final BAR and associated project documentation, where applicable. The Final BAR was submitted to the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP) on 4 June 2026 for decision-making.

The Final BAR is provided below for information purposes only.

Once a decision has been issued by DEA&DP (on the application for Environmental Authorisation), all registered I&APs will be notified and provided with information regarding the applicable appeal process. Updates regarding the Water Use Licence Application process will similarly be communicated to registered I&APs as the process progresses.

Water Use License Process:
The Water Use Licence Application process remains ongoing. Comments received during the public participation process have been considered in the refinement of the WUL documentation, and the finalisation of the Water Use Licence Application for submission to the Department of Water and Sanitation (DWS) is currently underway.

All registered I&Aps will receive updates regarding the Water Use Licence Application process and be notified of any decision issued by DWS (on the application for the Water Use Authorisation), and will be provided with information regarding the applicable appeal process.

Housing application process

The implementation of this project will be managed by the Department of Infrastructure – Branch: Human Settlements.

Access to affordable housing opportunities created through this project will be managed in line with applicable legislative frameworks and processes. 

Enquiries can be made directly to the Western Cape Department of Infrastructure.

Subsidised housing opportunities will be allocated in line with the City’s Housing Allocation on Policy, and names will be drawn from the City’s Housing Database.
