Convert a foreign driving licence

You can convert your foreign driving licence to a South African (SA) one:

  • If you obtained permanent SA residency.
  • If you obtained a foreign driving licence while living abroad. (SA citizens)

You have to convert your foreign driving licence within five years from obtaining your permanent residency or resuming your residency (SA citizen). This is according to the National Road Traffic Act, 1996 of South Africa.

A foreign driving licence may only be converted if the applicant is the holder of an RSA Identity Document.  Once Permanent Residency is obtained application must be made forthwith for an RSA Identity Document to ensure that this document is obtained before the mandatory 5-year period for conversion lapses.  A foreign driving licence may not be converted once the foreign driving licence expired or the mandatory 5-year period for conversion has lapsed. A confirmation letter can be obtained from the Consulate, Embassy or Roads Authority or High Commission from the specific country.


You need the following documents to convert your foreign driving licence to a South African one:

  • Passport.
  • Foreign Driving Licence.
  • Confirmation Letter.
  • SA Identity Document (ID).
  • Permanent Residency Certificate (if applicable)
