Western Cape Department of Social Development Policy on Research Ethics: Ethical Guidelines for Social Research

Provincial DSD Specific This policy aims to serve as a guideline for social researchers, Research Ethics Committee members (REC), as well as research participants within the Western Cape Department of Social Development to provide information on ethical principles and regulations for planning, designing and undertaking of social research within the Western Cape Department of Social Development.
Guidelines 2013 Policy and Strategy Development Guidlines Provincial Transversal The aim of this document is to establish a consistent, coherent, integrated and shared policy framework for the Western Cape Government (‘WCG’) to develop, implement, monitor and evaluate policies and strategies. Underlying this framework is the need for a common policy approach, aligned to the Provincial Strategic Plan 2009-2014 (‘PSP’).
The policy framework is about supporting and promoting an environment to realise the PSP’s intended outcomes. The framework emphasises the need for a shared policy and strategic planning approach to bind different yet common WCG policy imperatives.      
Guidelines 2014 Abuse no more Protocol of the Western Cape Education Departement Provincial Transversal The purpose of this protocol is to assist all learners (attending public schools in the Western Cape Education Department), who are victims or perpetrators of child abuse, deliberate neglect or any sexual offences. Furthermore the protocol prescribe an approach for educators and employees of the Western Cape Education Department to  identify, intervene, report, and provide support in cases of child abuse, deliberate neglect and children who are victims of sexual offences.
Guidelines 2014 Policy Guidelines for After-Hours Services at Assessment Centres for Children in conflict with the law Provincial DSD Specific The purpose of the guidelines is for governing operations of after-hour assessment centres for children in conflict with the law conducted by probation officers in order to have uniformity in service delivery. It will ensure that overtime claims by officials conducting the service and payment by DSD is in line with the PFMA, Treasury Regulations, Public Service Act of 1994 and Public Service Regulations.
Guidelines 2014 Implementation Guideline for Corporate Governance of Information and Communication Technology Policy Framework Version 2, 2014 National Transversal The purpose of this document is to provide guidelines for the implementation of the Framework in departments. This Guideline must be adapted by departments within its individual unique environment.

Guidelines 2015 Guidelines on Performing Remunerative Work Outside the Public Service Provincial Transversal The purpose of these guidelines is to ensure that the Department of Social Development and the broader Western Cape Government is able to provide administrative processes that are fair with the procurement of service providers as well as staff who wishes to perform remunerative work outside the public service, that the relevant legislative framework guiding RWOPS be adhered to.
Guidelines 2015 Western Cape Government Department of Social Development Guideline on Overtime 2015/2016 Provincial DSD Specific The purpose of these guidelines is to ensure that all overtime processes within the Department of Social Development are properly managed and dealt within the ambit policies and prescripts guiding overtime in the WCG.
Guidelines 2020 Implementation Guide GESF and JASF Electronic Templates 2020 National Transversal The major objectives of both monitoring and evaluation initiatives are to provide an evidence base for public resource allocation decisions and to help identify how challenges should be addressed and successes replicated. Government-wide monitoring and evaluation of any policy is, however, a very complex and time-consuming process. The capacity constraints in most government departments, including the Chief Directorate: Transformation Policies and Programmes at DPSA has prompted the development of electronic templates to reduce the burden of analysis and feedback.
Guidelines 2020 Western Cape Department of Social Development Signatures Protocol during the National State of Disaster, March 2020 Provincial DSD Specific The purpose of this protocol is to provide guidance on how to deal with the signing of documents during the National State of Disaster. It is based on the Department of the Premier’s “Protocol for the use of Electronic Signatures during the National State of Disaster” declared in March 2020 by the President of South Africa that was approved for implementation in the Department of the Premier by the Director General of the Western Cape Government in the Department of the Premier on 22 May 2020. This protocol has been adapted to suit the needs of the Department of Social Development and this policy/protocol thus institutionalizes the use of three methods of approving documentation within the Department, one of which is the electronic signature.
