Minister Madikizela and SHRA to Sign Agreement to Guarantee Service Delivery

The Western Cape Minister of Human Settlements, Bonginkosi Madikizela, along with Mr Brian Maholo, the CEO of the Social Housing Regulatory Authority, SHRA, will sign an agreement that will guarantee that funds will be available for approved social housing projects, expected to be around R64 million for 2013/2014.. This will enable the Department to be sure to deliver on its social housing targets. The event will also include an overview of social housing in the Western Cape.

Previously, the Department would create business plans for social housing projects, and when approved, include the number of social housing units in their Annual Performance Plan (APP). The APP is a public document projecting the Departments expected performance. However, the implementation would be dependent on funds available from SHRA during that financial year, and there was no guarantee that funding would be available. This meant that sometimes projects that were ready to go could not be implemented.

With the new agreement, funds will be guaranteed for any social housing business plan, which means that the Department will be able to predict, with a much increased degree of certainty, what it will be capable of delivering in the upcoming financial years.
