Tribute to outgoing provincial human settlement head of department

I would like to thank the outgoing Head of Department (HOD), Mr Thando Mguli, who on Friday, 25 October 2019, delivered his final annual report to the Standing Committee on Human Settlements in the Western Cape Provincial Parliament.

Mr Mguli, whose contract expired at the end of September, and extended to 31 December 2019, has been with the Department since 2013. Mr Mguli must be commended, as he has once again ensured that the Department achieved a clean audit and this is no mean feat. As a committed public official and head of this Department, he can hold his head high, as under his stewardship, he has positively contributed to the improvement of many people’s lives across this province.

Among others, he has delivered more than 120 000 housing opportunities for the most deserving beneficiaries in the past 6 years, massively increased security of tenure and eradicated asset poverty as well as enabled asset wealth of 60 000 households in the past 6 years. These were achieved through debt write offs and title deed transfers, while also and consistently exceeding annual targets by not less than 2000 per year. He has also broadened economic participation, by ensuring that more than 60% of the Human Settlement Development Grant (HSDG) spend, is among enterprises with Historically Disadvantaged Individuals (HDI) representation.

I’d also like to express my gratitude to him for remaining committed to ensuring a smooth handover and transition to the incoming Head of Department who will commence her tenure on 1 January 2020.  As Mr Mguli will be embarking on a new journey, I’d like to wish him all the best with his future endeavours.
