Minister Madikizela Honoured Emerging Contractors and Youth During Handover

Western Cape Human Settlements Minister, Bonginkosi Madikizela, today honoured more than 20 emerging contractors who have done sterling work in delivering quality homes  during a housing handover in Bardale, Mfuleni. The event was also used to appreciate young people who have graduated from the Department’s Youth Brigade Programme which, when completed by a learner, constitutes credits towards a qualification registered on the NQF qualification and create jobs. Of the 80 youth nominated, 76 learners commenced training in the Bardale project.

Bardale Project is a People’s Housing Process (PHP) project in the Mfuleni area which was approved on 1 November 2016 with a total budget allocation of R245 million. The project has a total of 2000 beneficiaries, which is a combination of 4 projects with 13 contractors who are registered on the Department of Human Settlements Framework Agreement.

The project has constructed 651 housing units to date and all beneficiaries have been sourced from the Housing Subsidy System (HSS).

Minister Madikizela said all contractors were appointed in accordance with Supply Chain Management prescripts. Contractors were appointed from the Western Cape Database ranging from CIDB Level 2 - 7. Eleven contractors were appointed to perform the task and were accorded units in line with their CIDB grading.

Due to the appointment of these contractors and the mentoring provided by the Department within the project, some contractors were able to improve their CIDB rating which will enable them to apply for larger projects to implement in future.

Minister Madikizela said when he took over the department in 2009, only 25 percent of his budget was allocated to emerging contractors. “Today I’m very proud to announce that 60 percent of our budget goes to emerging contractors. We must maintain the skills we are ploughing into the communities we build by creating jobs,” said Madikizela.

He said today was about celebrating the department’s success of taking people out of shacks and moving them into houses, celebrating job creation and skills empowerment.

“ We are addressing the legacy of apartheid by ensuring people own businesses and are equipped with skills. There’s a huge artisan shortage in South Africa. We must ensure we do not only empower people with skills but create work opportunities,”  said Minister Madikizela.

He said while the department was building homes, it also makes sure the right beneficiaries occupy these houses.
