83 Year Old to Receive Title Deed in Mamre, Atlantis, Cape Town

The Western Cape Minister of Human Settlements, Bonginkosi Madikizela, will hand over some of 365 title deeds to housing subsidy beneficiaries in Mamre, Atlantis, Cape Town on 12 March 2013. Mamre is situated approximately 80 kilometres from Cape Town, past Atlantis off the West Coast Road.

The oldest recipient will be 83 year old Mrs Hermina Armoed. A futher 4 beneficiaries in their 70s and 24 beneficiaries in their 60s will also receive title deeds. The title deeds to be handed over in Mamre are a result of a housing development approved in 2000.  Residents have been waiting 2000 for the transfer of their property.

This year marks 100 years since the 1913 Land act, which effectively dispossessed many South Africans of their land, and their right to own land.  The Department of Human Settlements has an important role to play in ensuring that people get title deeds to their houses and service sites, which helps in redressing the imbalance of the 1913 Land Act.  In the Western Cape, many people have their subsidised houses or sites, yet didn’t have title deeds, and are thus unable to participate in the property market, or use their homes as collateral for loans.

In 2011, a study was initiated by the Department to find out the extent of this problem, and it was  found that 36% of the 255 000 subsidy beneficiaries in the Western Cape since 1994 hadn’t received ownership. This backlog has now been reduced to 28%, through the issuing of 20 400 title deeds. With a title deed, a property is an asset that can be used to secure loans and other benefits.

Directions :  Take the N7 towards Malmesbury. After about 30 km, turn left onto Philadelphia Road. Travel around 5 km then turn right onto the R304. After around 10km, turn right onto Charel Uys, staying on the R304. Continue for 4.5 km, then continue straight for another 1.6 km on Dassenburg Road. Turn left onto Main Road, and after 650 m, turn right onto Liedman Street. Go for 130m, then turn left onto Adam street. The destination will be on the right.
