Engagement Notes: PG MTEC 1 Engagements Commence

Today, we kicked off the first of the Provincial Government Medium Term Expenditure Committee (PG MTEC) 1 engagements, hosted by Provincial Treasury, and chaired by the Minister of Finance and Economic Opportunities, David Maynier.

These engagements follow the Medium-Term Budget Policy Committee (MTBPC) engagements, which together, form part of the broader integrated policy, planning, budgeting and implementation cycle and will therefore consider the policy context and planning process, which includes the development of the 2019-2024 Provincial Strategic Plan (PSP), as well as the 5-year Strategic Plans and Annual Performance Plans of Departments.

In contrast to the MTBPC engagements, which focused on the projects that the Western Cape Government will be delivering, the PG MTEC 1 engagements will place a greater emphasis on what projects and initiatives by Western Cape Government departments will be rescheduled, terminated, downscaled and refocused within the current fiscal context.

To this end, departments will be provided with the opportunity to present on the projects that will no longer be delivered, taking into account the socio-economic environment and related challenges, and demonstrate reprioritisation towards the policy priorities of this government and the municipal themes, the related impact of departmental delivery plans and budgets over the 2020 Medium-Term Expenditure Framework (MTEF), as well as the key budgetary and service delivery risks.

The outcome of the departmental PG MTEC 1 engagements will inform the Western Cape Government’s 2019 Adjusted Budget, the 2019 Medium-Term Budget Policy Statement (MTBPS) and the 2020 Preliminary MTEF allocations.

The PG MTEC 1 engagements include departmental Ministers, HODs, CFOs and the key officials within the relevant departments responsible for financial management and strategic planning

In total there will be eleven PG MTEC 1 engagements, which will take place from 8 to 14 October 2019, with each of the Western Cape Government Departments as follows:

  3. Community Safety
  4. Education and Education Infrastructure
  5. Health and Health Infrastructure
  6. Economic Development and Tourism
  7. Premier
  8. Cultural Affairs and Sport
  9. Social Development
  10. Agriculture
  11. Provincial Treasury
