Municipal Infrastructure Grant (MIG) Performance in the Province

It gives me great pleasure in again congratulating the Department of Local Government and municipalities in the Western Cape on again making our province number one in Municipal Infrastructure Grant (MIG) expenditure for the 2012/13 financial year.

The mammoth task of achieving a 100% MIG expenditure in the Western Cape province may seem to many as an ”expected”  event as this is exactly what is expected of Provincial Government.

However, if one considers that in the past year that the MIG expenditure on a national scale has been a mere 79% (i.e. R10,9 billion out of an allocated R 13.8 billion), then the Western Cape’s performance of 100% is surely outstanding.

The following facts and details are worth noting:

  • The allocation of MIG funds to the Western Cape is R 455m out of the R 13.8b (about 3.3% of the total MIG funds comes to the Western Cape).
  • The Western Cape’s technical team, engineers, planners, administrative staff, go to great lengths in getting projects approved via the Appraisal system.
  • The Appraisal process is where the Local Municipalities submit projects to the Department, describing in detail what is proposed in terms of each project submitted.
  • Site visits are conducted to evaluate the merits of the project, and whether this fulfils the purpose of the MIG program.
  • Each Appraisal process deals with about 30 projects, and there are about 5 to 6 Appraisal sessions per year. This gives one an idea of how many projects are approved per year.  
  • Part of the success of the MIG is also due to the monthly MIG meetings in Worcester, which are co-ordinated by the Department (Municipal Infrastructure), where all the Local Municipalities, Sector departments, Department of Co-operative government MISA, etc. discuss issues related to the MIG.
  • MIG Expenditure is monitored on a monthly basis.

It is clear that a major effort is made by the provincial MIG team so that we achieve 100% expenditure. However, credit must also go to the local municipalities. Good planning and project management capability and various other skills that Western Cape municipalities possess, makes this sterling performance possible. One must also not forget the contributions from the sector departments, National Department of Co-operative Governance, MISA that also adds to this process

The MIG programme is a success in the Western Cape because we have individuals who are totally committed to service delivery and enforce the position that the MIG is truly a team effort.
