Plans to complete the balance of construction in Vredebes project are underway

21 April 2022

Plans to deliver the remainder of the 600 top structures in the Vredebes Housing Project in Ceres are underway. To date, 229 were completed and delivered in Phase 1 of the project. Phase 1 included the completion of 605 serviced sites.

This flagship Integrated Residential Development Programme (IRDP) of the Western Cape Department of Human Settlements (WCDoHS), is a R128 million budgeted project that will deliver 3 022 serviced sites and 2 163 housing opportunities at the end of the greater project.

This IRDP is a mixed development, consisting of Breaking New Ground(BNG) and Finance Linked Individual Subsidy (FLISP)/Help me buy a Home units, Enhanced serviced sites, Commercial sites, Public open spaces/ Playground and Social amenities. Construction began in 2014 and the project at large will cater for the housing needs in the greater Witzenberg region.

In its various construction phases, it has thus far completed the following:

Phase 1 Vredebes Top structures
229 of 600 completed
605 serviced sites completed
NB: Further development of top structures is constrained by limited bulk electrical infrastructure for which provision is being made in the current 2022/23 financial year.

Phase 2 Serviced sites
627 serviced sites were completed in 2018.

Phase 3
In this phase 529 Enhanced serviced sites were completed in June 2021.
This site accommodates among others, households that do not qualify for top structures and occupants of the Nduli Informal Settlement.

Phase 3(H) is expected to be completed by the end of the 2023/24 financial year and will consist of the enhancement of a further 529 serviced sites. Funding will be made available through the department’s housing delivery plan.

Minister Simmers said: “This project has been coming along for quite some time and it is rather pleasing to note that plans to accelerate the delivery of more housing and infrastructure development are underway. I’d like to take this opportunity and encourage all stakeholders involved to continue with their collaborative efforts shown thus far, to ensure that an exemplary and prospering integrated human settlement is delivered for residents, regardless of their background or status.”

“As the Western Cape government, we remain committed to accelerating human settlement delivery, while promoting social inclusion through the development of integrated, resilient, safe and sustainable human settlements in an open opportunity society, concluded Minister Simmers.”
