Greater Kosovo informal settlement support and upgrade programme to commence

24 April 2020

I am pleased to inform you that the Greater Kosovo stakeholder engagements, as it pertains to the Rapid Informal Support and Upgrade Programme (RISSUP)/re-blocking, started yesterday.

My Department’s stakeholder relations officials met with City of Cape Town (CoCT), - and Housing and Development Agency (HDA) officials, the Sub-Council chairperson, and Ward – and PR Councillors. The engagement confirmed that re-blocking will occur in the area and that 2 000, 3-storey Transitional Residential Units (TRU’s) will be built in the Transitional Residential Area (TRA’s).

Further engagements will commence within the next week and will also include the Project Steering Committee (PSC), Health and Social Development officials, as well as members of the South African Police Services (SAPS). Pursuant to the conclusion of these engagements, flyers will be issued, both manually and electronically so that a wider audience is informed of the process.

As in DuNoon, our priority is the most vulnerable, which includes the elderly, disabled and backyard dwellers. The health and overall wellbeing of our residents is our primary concern.

The RISSUP/re-blocking of informal settlements is critical, as it will assist with social distancing. Since the National Minister of Human Settlements, Water and Sanitation, Lindiwe Sisulu identified DuNoon and Greater Kosovo, we’ve been actively working on starting this process.

We have to #StopTheSpread of COVID-19.

Throughout this process, we will continue to engage and work with the National Department of Human Settlements and Water and Sanitation, the CoCT and the HDA.

As the Western Cape Government, we remain committed to accelerating human settlement delivery, while promoting social inclusion through the development of integrated, resilient, safe and sustainable human settlements in an open opportunity society.
