Media Alert: Minister Madikizela to Hand Over Title Deeds in Belhar

Western Cape Human Settlements Minister, Bonginkosi Madikizela, will hand over 103 title deeds in Belhar, Cape Town. Twenty-five of the beneficiaries are over 60 years of age, and the oldest is 80.

The handover is part of the government's EEDBS (Enhanced Extended Discount Benefit Scheme) policy that allows for the transfer of pre-1994 public housing into the beneficiaries' names. The houses were originally sold to beneficiaries under a loan agreement. However, the title deeds were not transferred until the loans were paid off. Using the current housing subsidy, the government pays an amount towards the outstanding loan, and if the loan is cleared using the subsidy contribution, then the house is transferred to the beneficiary.

The subsidy amount depends on the income level of the beneficiary, with a maximum government contribution of R58 000. Many of the beneficiaries are unemployed, and live off a government social grant.

The title deeds transfer and handover is part of the department's strategy to inculcate a sense of ownership and responsibility amongst housing beneficiaries.

From Cape Town, take the N2 towards the airport. Take the R300 off ramp towards Bellville, then turn left at the Stellenbosch Arterial towards Belhar. Take the first right (there is a shopping centre opposite), then proceed for 200 metres. The library will be on your left and the community hall will be opposite.
