The Department Offers Land to Western Cape Housing Secondary Co-operative

On Saturday, 16 June 2018, the Department of Human Settlements Head of Department, Thando Mguli addressed the launch of the Western Cape Housing Secondary Co-operatives in Grassy Park.

Western Cape Housing Secondary Co-operative is part of the South African Housing and Property Tertiary Co-operative (SAHCA). SAHCA is the national organisation of all Co-operatives in the built environment – Savings, Construction and Community development.

HOD Mguli said, “I am excited about this Co-operative. As government we should come in when people take responsibility about their destiny and ask how can we assist. There was a brief that was given to our Land and Assets Directorate to surf around various parcels to see if we cannot assist this Cooperative in addition to other initiatives that we will be doing in the area – to see whether this Cooperative cannot translate their vision into deliverables.”

“The Department then identified a few parcels of land in the area that it will give to the Co-operative but cannot reveal where the land is to avoid invasion. We are currently busy with the processes that are required in order to ensure you can do what you need to do in that land. The Department is now your statutory partners,” said Mguli.

The Co-operative comprises of communities from Parkwood, Retreat and Grassy Park who have organised themselves into groupings that have saved substantial amounts of funds towards building their housing developments.

SAHCA brings a group of people that share a common need for housing. These people collect their money, skills, and time. They set up and register a co-operative which is a legal entity. They negotiate for land and good prices on building materials. They build houses collectively. This co-operative is mostly there to assist people that are not able to receive subsidy from government for different reasons.
