Senior Belhar Residents of Cape Town To Receive Title Deeds

The Western Cape Human Settlements Minister Bonginkosi Madikizela will be handing over 73 title deeds to residents from the Belhar community on Friday, 29 July 2016. Fifteen title deeds will be handed over to pensioners, the oldest of whom is 85, which will give them the sense of home ownership for the first time.

The Department has spent R1.5 million on this Enhanced Extended Discount Benefit Scheme (EEDBS) in Belhar . The scheme supports the transfer of pre-1994 housing stock to qualifying occupants that:

  • Have a direct housing arrangement with the provincial department or municipality
  • Have not benefited from any other housing subsidy or programme
  • Have an outstanding debt with the municipality or provincial department.

The EEDBS is one of a variety of subsidies and programmes of the Department aimed at delivery housing opportunities to the people of the Western Cape.  The title deeds handover is part of the Department’s strategic goals to prioritise the elderly with housing opportunities. The handing over of title deeds also gives people a sense of pride and joy that they are owners of the property they live in. The Department encourages maintenance and responsibility for those houses when handing over the title deeds.
