Delft Title Deeds Handover by Minister Madikizela

The Western Cape Human Settlements Minister Bonginkosi Madikizela today handed over 100 title deeds to residents of Delft. This entire title deeds programme is part of the departments strategic objective to empower vulnerable citizens by ensuring security of tenure and inculcate a sense of ownership and responsibility amongst housing beneficiaries.

Minister Madikizela in addressing the recipients apologized for the long wait for the title deeds, the matter is beyond the control of the department but we are making every effort to ensure that the rollout of title deeds is advanced. Minister further stated that it was important that the recipients ensure that the title deed is kept in a safe place and that with this document they can now make home improvements to the existing house. Added to this recipients can also use their property as an asset on which they can leverage finance and beqeauth something of value to future generations.

Title deeds are usually handed over as part of the Governments EEDBS (Enhanced Extended Discount Benefit Scheme) policy that allows for the transfer of pre-1994 public housing into the beneficiaries name. The houses were originally sold to beneficiaries under a loan agreement, however the delay in transfer was due to the fact that the loan had to be paid off before transfer could be effected.

The provincial cabinet has endorsed a debt write off programme to assist recipients who would not have qualified under the normal EEDBS program which is enabling many of the recipients to take ownership of their properties. This intervention will further assist in decreasing the departments holding cost on these properties.
