Western Cape Government Leads MPAT Results Yet Again

The latest Management Performance Assessment tool (MPAT) report once again shows a record of  good governance in the Western Cape. According to the final moderated results of the 2013 MPAT cycle, the Western Cape is the best-performing province.

The report – which is compiled by the Presidency’s Department of Planning, Monitoring and Evaluation – assesses all 155 national and provincial government departments on their management practices by focusing  on four Key Performance Areas (KPAs):

  • Strategic management
  • Governance and accountability
  • Human resource management
  • Financial management

In terms of Key Performance Area (KPA) 1: Strategic Management, the Western Cape recorded the highest percentage of standards among all departments provincially and nationally that had a rating of 4 for this KPA (meaning they do things smartly) with 67 per cent of all standards rated as fully compliant.

In KPA 2, Governance and Accountability, the Western Cape also had the highest percentage of standards on a Level 4 with 68% of standards rated as fully compliant.

The Western Cape had the highest percentage of standards on Level 4 for KPA 3: Human Resource and System Management with 43 per cent of all standards rated as fully compliant.

The province maintained its overall ranking of best performing province – scoring 10 out of 10 in the overall rankings – from the 2012 cycle.

The findings of the MPAT provide another indicator of performance which ultimately assists us to measure ourselves in terms of service delivery. We will use them to identify where we can do better.

Every Department in our government is working towards ensuring that the outcomes on paper are reflected in the essential service delivery for all in the province.
