Corridor Study on R44 and Bredell Road Upgrade to Commence

18 September 2012

The R44 Road between Somerset West and Stellenbosch is a high-speed mobility route which carries significant volumes of traffic daily. In recent years, the increased traffic volumes, together with the increasing densification along the corridor, have resulted in the manifestation of safety and capacity shortcomings along the route.

A study undertaken by consulting engineers Kantey and Templer has identified the need to implement a range of improvements along the route. These would include, inter alia, the closure of median openings and the consolidation and/or relocation of accesses and intersections. The Annandale and Winery Road intersections have been identified for specific and substantial improvement to grade separated roundabouts. This would allow for free-flow traffic interchanges and the ability to provide for traffic return flow for property access purposes.

Robin Carlisle, Minister of Transport and Public Works, has announced that CCA Environmental Consultants have been appointed to undertake an Environmental Impact Assessment regulatory process for the proposed road improvements.

"The R44 between Somerset West and Stellenbosch is now one of our busiest provincial roads. If we do not invest in major junction upgrades, it will become one of our most dangerous roads. The vital industries served by the road, including farming and tourism, have grown tremendously in recent years, and the safety and mobility of the road must grow with them," said Minister Carlisle.

The Bredell Road/R44 Intersection has been identified for an immediate intersection safety improvement. After engaging with a number of user groups, the department will then commence with this improvement.

"For safety purposes, this improvement will involve closing the current R44 access into Bredell Road from both Somerset West and Stellenbosch and providing for only a left turn-out from Bredell Road onto the R44.  The result will be a significant improvement in safety at this intersection which will offset the slightly longer travel times resulting for trips to Bredell Road destinations," added Minister Carlisle.

A Basic Assessment process will commence shortly, that will involve substantial public participation at which all interested and affected parties will be invited to be participants. Further details about the R44 Corridor Plan will be provided at the commencement of this process.
