Through the Western Cape Experience Development Master Class and a new Community-Based Tourism Experience Development Guide, DEDAT is equipping local entrepreneurs to design authentic, bookable experiences in Mossel Bay, the West Coast and the Overberg.

Tourism that works for everyone

Anchored in government’s drive to use tourism as a catalyst for economic development, the Master Class responds to rising visitor demand for authentic, community-based experiences that go beyond traditional products. The programme recognises the province’s rich but underutilised cultural and historical assets and positions experience development as a practical tool for local job creation, small business growth and circular economies in communities.

Delivered by Cause Development Agency on behalf of DEDAT, the programme was rolled out across three regions – Mossel Bay, the West Coast and the Overberg – reaching 78 entrepreneurs representing 52 experience products. Each intake combined classroom learning, site-based “tourist for a day” visits, a business pitch competition and targeted webinars on business planning and market access.

A clear framework and highly rated learning experience

At the heart of the initiative is the Western Cape Community-Based Tourism Experience Development Guide, a step-by-step resource that helps entrepreneurs turn local assets and stories into structured visitor experiences. Participants rated the guide very highly: in one survey, 63% described it as “Excellent” and 28% as “Very Good”, with no negative ratings recorded. All respondents said its content was relevant and useful, and almost all agreed it was clear, easy to understand and practically helpful for developing their businesses.

Feedback on the Master Class itself was equally strong. In one test of overall learning experience, 98.7% of 77 respondents said the training was both enjoyable and useful. Open-ended comments praised the facilitators’ professionalism, energy and ability to make complex concepts accessible, with several participants describing the programme as “life changing”, “out of this world” and “one of the best things I’ve ever done”.

Building confidence, products and market readiness

The Master Class goes beyond theory by asking entrepreneurs to design real products, refine them using the guide and then pitch them to a panel for constructive feedback. Many participants reported that the process helped them understand visitor expectations, structure experiences more professionally and see new opportunities to collaborate within their local tourism ecosystem.

Learners highlighted gains in confidence and clarity on pricing, packaging and quality standards, as well as a deeper appreciation of responsible, community-oriented tourism. Several are already using the guide to update business plans, improve existing tours and develop completely new experiences rooted in local culture, heritage and everyday life.

Towards a scalable, partnership-driven model

The evaluation recommends expanding the programme to additional communities, extending training time for more practical exercises and strengthening follow‑up support and mentorship so that ideas become bookable, market-ready products. It also calls for greater focus on market access – including digital promotion, networking with operators and integration into regional tourism routes – and for public‑private partnerships to sustain and scale the model.

For the DEDAT tourism programme, the Experience Development Master Class illustrates a shift from once-off workshops to an ecosystem approach: building tools, skills and relationships that enable community-based tourism to grow over time. With clear evidence of demand, very strong participant satisfaction and a proven guide that communities can continue using after the training, the initiative offers a replicable template for making tourism “work for everyone” across the Western Cape.
