Western Cape Government and Hessequa Municipality Celebrate an Energy First for South Africa: Riversdale Solar Plant to Bring Energy Independence to residents of Western Cape Town
Premier Alan Winde today, 30 September 2026, officially inaugurated the Riversdale Solar Plant, marking an important milestone in the Western Cape Government’s ongoing efforts to build a more resilient, affordable, and sustainable energy system.
“This is truly a special moment for the residents of Riversdale. This plant is an important step towards energy independence. I want to congratulate Executive Mayor of the Hessequa Municipality, Grant Riddles, and his team for their determination in seeing to it that this project became a reality. Your town has become a leading example of energy resilience for the entire country.” said Premier Winde.
This plant will bring reliable, affordable, and renewable energy to Riversdale, easing the town’s reliance on Eskom for its growing power needs.
The project will also help shield residents and municipal infrastructure from steep electricity price hikes.
The Premier said the project demonstrates what can be achieved when government, municipalities and the private sector work together to address South Africa’s energy challenges.
“Now more than ever, we must use this opportunity to continue enabling municipalities across our province to explore and invest in alternative energy solutions, with a particular focus on making electricity more affordable and environmentally friendly.”
The project comprises:
- 10 MWp of solar photovoltaic (PV) capable of generating up to 15 million kilowatt-hours annually.
- A battery energy storage system (BESS) with a storage capacity of 10 MW hours.
- Advanced monitoring and control systems for real-time performance tracking and optimisation.
This energy project will be critical in strengthening Riversdale’s energy resilience by diversifying its energy supply, while supporting long-term energy security, economic growth, investment, and job creation in the region.

This project will provide direct benefits to the people of Riversdale while strengthening Hessequa's energy resilience by reducing our dependence on traditional electricity sources. At the same time, it supports the long-term financial sustainability of the municipality, creating a stronger foundation for future growth, development, and service delivery across Hessequa," said Mayor Riddles.
Western Cape Minister of Local Government, Environmental Affairs and Development Planning, Anton Bredell, added, “The inauguration of the Riversdale Solar Plant is the culmination of forward thinking, careful planning, and effective execution. I want to thank all the role players and stakeholders who worked together to make this project a reality. Their commitment demonstrates what can be achieved when municipalities, government and the private sector collaborate on practical solutions to our energy challenges. This investment will strengthen Riversdale’s energy resilience and support the long-term sustainability of the community.”
Provincial Minister of Agriculture, Economic Development and Tourism, Dr Ivan Meyer described the Riversdale Solar Plant as an investment in economic growth and investor confidence for the Hessequa region.
“Reliable and affordable energy is essential for businesses to expand, farmers to produce, and communities to thrive. This project demonstrates how innovation and partnership can unlock new opportunities for economic development while strengthening energy security in the Western Cape”, added the Minister.
