Schools Invited to Join Expanded MOD Programme
As South Africa marks Youth Month, the Western Cape Government is expanding its revitalised Mass Participation, Opportunity and Access, Development and Growth (MOD) Programme, strengthening its investment in youth wellbeing, safety and development across the province. Schools are now invited to apply to become MOD Centres for the 2027–2030 cycle.
The expanded MOD Programme builds on more than a decade of providing safe, structured after-school opportunities for young people. Today, it supports over 60,000 learners annually through 315 centres and has evolved into a holistic youth development programme focused on sport, arts, culture, leadership development, life skills, wellbeing support and pathways to opportunity.
To support schools interested in joining the programme, the Western Cape Department of Cultural Affairs and Sport (DCAS) is hosting MOD Centre Information and Application Support Roadshows across all districts from 17 to 25 June 2026. Schools can attend a session in their area to learn more about the programme, application requirements and selection process.
Applications for MOD Centres open on 1 July 2026 and close on 14 August 2026. Schools can register for a roadshow session at https://forms.office.com/r/2X9na7pPtF. Schools unable to attend in person will have an opportunity to participate in an online information session during the school holidays.
Recent evidence from the MOD and Waves for Change Take 5 pilot highlights the programme's impact. Among participating learners, 98% reported feeling safe, 92% felt hopeful about the future, and 52% showed improved wellbeing. The programme also contributes to sport development, with 40% of the Western Cape team at the 2025 National School Sport Championships coming from MOD Centres.
Successful schools selected as MOD Centres will enter into a three-year partnership with DCAS and receive:
• Two dedicated MOD Coaches;
• Support through YearBeyond Playmakers;
• Northlink College student placements;
• Equipment and programme resources;
• Annual operational support funding;
• Training and professional development opportunities; and
• Access to specialist partners and support networks.
"The MOD Programme is about much more than sport or recreation. It is about creating safe spaces, building confidence, strengthening communities, and ensuring that every young person has access to opportunities that help them realise their full potential," said Minister Ricardo Mackenzie.
